peckvonhartel were engaged by Sweett Group in a design advisory role to assist in the preparation of accommodation guidelines for the City of Whittlesea Council. The document is to function as a benchmark for future workplace design projects to ensure that any future workplace designs meet best practice design outcomes as well as the City of Whittlesea workplace and business objectives. The document is also to be used for the future design Council offices and was initiated for an upcoming refurbishment of the Civic Centre at 25 Ferres Boulevard, South Morang.

The scope of the project involved a review of the existing conditions of the Civic Centre building, exploring various workplace styles and test fitting these styles within the existing building footprint to understand the constraints and opportunities the existing building offered.

An engagement process involving surveys, one on one interviews and observation of natural working styles was also undertaken to develop an understanding of the City of Whittlesea division functions, space requirements and future objectives. High level briefing also gave an overall indication of the objectives of the project and any HR or IT initiatives that would assist with or challenge a move to a more flexible work environment.

Through the evaluation process, the team identified that a well balanced mix of traditional office best practice with elements of agile working would be best suited to the City of Whittlesea’s current needs with flexibility designed into the base building to allow for a future progression to a form of Activity Based Workplace should the council wish in the future.

The document includes a summary of feedback received from staff, an overview of the base building limitations and opportunities, space standards to be achieved for the work floors, functional brief for specialist areas and test plans to indicate best practice design in the existing building identifying optimum layouts and adjacencies that can be used in future fitout projects.
