peckvonhartel were appointed the role of Design Advisor by the Department of Justice, Victoria, for the procurement of two new prisons under Partnerships Victoria. The prisons include a 600 Bed Remand Centre located at Deer Park and a 300 Bed Correctional Services Centre Prison at Lara near Geelong.
The role began from the inception of the program, throughout construction, operational commissioning and hand-over phases. The process involved establishing and holding meetings with 11 user groups (including prisoners) to determine functional and operational requirements and discussing operational issues with both Public and Private parties to gauge an understanding of where cost and maintenance efficiencies could be made.
peckvonhartel were required to produce operational briefs, relationship diagrams, zone descriptions and room data sheets. The commission also incorporated generating an output specification for tender, the evaluation of tenders and ongoing advice throughout construction.
The Margoneet Correctional Centre focuses on an intensive level of treatment and offender management activities. This includes sex offender, drug and alcohol, and violent offender treatment programs. In addition, the vocational services programs provide job training and education for prisoners. The Marngoneet model of correctional practice balances security and therapy in a normalised physical environment that in turn creates a healthy work environment for all staff.
The Remand Centre contains only unsentenced persons, who are divided into communities with access to all legal and support services prior to sentencing.
