An Application For Review was lodged with the City of Port Phillip to examine a revised proposal for the controversial redevelopment of the Espy Hotel in St Kilda. peckvonhartel were commissioned by the applicant to provide a peer review of the proposed development and to present evidence at VCAT.

The Peer Review considered the design of the development, the interface of the proposed development with the existing Espy Hotel and provided comment on whether the application addressed and positively resolved the design issues identified by the City of Port Phillip.

A VCAT decision (August 2003) granted a conditional planning approval in accordance with the peer review recommendations.
