The consolidation of the Land Victoria services into a central city location at Marland House 570 Bourke Street Melbourne involved the lease of over 10,000 square metres of a refurbished 33 level building. The accommodation brief required a customer service centre, office accommodation and working storage with associated car parking and staff amenities. Off site storage was provided at the former Public Records Office, Laverton.

Planning of each department was derived after consultation with specially formed User Groups that briefed and liased with the Design team throughout the design process. Separate User Groups represented Storage, Information Technology, Customer Service, Workplace Design and Cross Functional Issues.

The new fit-out requirement was that the tenancy should be delivered with ESD principles in mind and that the tenancy construction be evaluated against the Ecologically Sustainable Development Office Fit-out Guidelines. The resultant 5 star rating is an international first and exceeded Land Victoria's expectations.
