NMIT Prahran Campus, 144 High Street, Prahran VIC

role Master planning & Architecture client Northern Melbourne Institute of TAFE site area 10,000m² project value $120 million completion date 2015

In early 2013 Northern Melbourne Institute of TAFE (NMIT) approached peckvonhartel and Erison Property & Development Consultants to work collaboratively on a master plan and business case for the occupation of what was then Swinburne Universities Prahran campus by NMIT.

Our combined experience in urban master planning, architecture, land economics and development modelling with similar projects enabled peckvonhartel to offer an integrated service which, together with recommended specialist sub-consultants, successfully identified areas of considerable value addition.

Core deliverables were a master plan for the campus as a whole that would inform a Development Plan Overlay (DPO) for the gazettal of the site for incorporation into the Stonnington Planning Scheme. The business case based on this plan informed the divestment strategy for the sites to be sold, as well as short to medium term NMIT capital planning for this campus.

Key challenges included establishing a fast track design programme in line with student enrolment and the commencement of the teaching year. Assessment of all existing buildings, revitalisation of an uninviting university precinct and connectivity to the wider Prahran arts, fashion and food precincts were key to the success of the project.

peckvonhartel demonstrated a strong ability to understand the existing site and visualise exciting new connections through the currently underutilised and stagnant environment. Activity and permeability, as well as the realisation of pockets of development opportunities, resulted in a clear and functional master plan injecting connectivity and life back into the precinct.
